Abstract

This study aims to critically evaluate the role of the community in realizing accountable governance in Tandengan Village, Minahasa Regency, amid the gap between participatory regulations and grassroots governance realities. Employing a critical descriptive qualitative approach, data were collected through in-depth interviews, participatory observation, and documentation studies, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings reveal a substantial gap between procedural compliance and reality on the ground, identified in three main points: (1) Community participation experiences sharp polarization, where physical involvement through mutual cooperation fails to transform into meaningful social control during supervision and evaluation; (2) Government accountability is trapped in administrative formalism and vertical reporting, while horizontal accountability to the community as the sovereign owners of funds remains weak due to information asymmetry; (3) Determining factors such as the culture of mutual cooperation and open leadership paradoxically create tokenistic participation dominated by local elites, neglecting marginalized groups.
