Efektivitas Penanggulangan Bencana Banjir oleh Badan Penanggulangan Bencana Daerah Kabupaten Minahasa

Abstract

This research aims to find out, analyze, and describe the pre-flood mitigation procedures carried out by the Regional Disaster Management Agency (BPBD) Minahasa Regency. This research is based on floods which are one of the disasters that often occur in Minahasa Regency and cause significant social, economic, and environmental impacts for the community. The method used is qualitative descriptive with data collection techniques through observation, semi-structured interviews, and documentation. The results of the study show that the pre-flood mitigation procedure has not been fully implemented according to the expected stages. (1) the flood-prone map has not been updated since 2012 and has not been supported by the Disaster Risk Assessment (KRB) and Disaster Management Plan (RPB) documents. (2) Disaster socialization has been implemented, but has not been carried out routinely and continuously. (3) preparedness training has been carried out, but is still limited to certain groups. (4) reforestation programs in the upstream region have not been implemented and is still in the planning stage. This finding shows the need to increase capacity and strengthen pre-disaster mitigation programs to support sustainable flood risk reduction, increase community preparedness, and strengthen the implementation of disaster management in Minahasa Regency.
