T9his study aims to describe the implementation of the waste management program at Tondano Market and to identify the factors supporting and hindering its execution. The study is motivated by the waste problem, which has become a critical issue across various regions in Indonesia—including Minahasa Regency—particularly in traditional market areas that generate high volumes of waste. A descriptive qualitative approach with a case study design was employed, utilizing observation, in-depth interviews, and documentation involving three informants representing the Environmental Agency, market management, and vendors. The results indicate that (1) the program operates based on Law Number 18 of 2008, implemented through local regulations and Regent decrees, with clearly defined roles for the Environmental Agency, market management, and vendors. (2) Supporting factors include local government commitment, inter-agency cooperation, and strategies involving education, cultural approaches, and economic incentives through Waste Banks. Conversely, hindering factors include budget and infrastructure limitations, inadequate physical market conditions, low visitor awareness, and significant fluctuations in waste volume. Overall, the program is functioning well and has been accepted by the community; however, its sustainability depends on facility improvements and the strengthening of regulations for market visitors.
