This study analyzes vegetation cover dynamics in the BNPT Forest Area with Special Purposes (KHDTK) in Temanggung Regency during the pre-fire period (2013), post-fire period (2019), and post-rehabilitation period (2025) using multitemporal Landsat imagery. The research aims to identify changes in vegetation cover due to fire, evaluate post-rehabilitation recovery, and assess the accuracy of Normalized Difference Vegetation Index-based classification through field validation. The methods included vegetation index analysis, post-classification comparison, and accuracy assessment using a confusion matrix based on 60 sample points. The results revealed a clear three-phase dynamic. In 2013, the area was dominated by high-density vegetation covering 68.96 hectares (68%). Following the 2019 fire, high-density vegetation drastically decreased to 0.21 hectares (0.21%), while low-density vegetation increased to 44.91 hectares (44.43%). The 2019–2025 period showed significant recovery, with 84.5% of the area experiencing an increase in density class, and high-density vegetation reaching 73.88%, exceeding pre-fire conditions. The accuracy assessment yielded an overall accuracy of 86.87% and a Kappa index of 80%, indicating good and reliable agreement for landscape-scale analysis. Rehabilitation activities carried out during 2020–2023 were indicated to contribute to accelerating canopy cover recovery based on NDVI measurements. However, increased NDVI values primarily reflect recovery of greenness and biomass, thus further evaluation of vegetation structure and composition is necessary to ensure complete ecological restoration.
