Abstract

This study aims to analyze and describe the service process of the Certificate of Loss Report (SKTLK) at the Minahasa Regional Police. A qualitative approach was employed, with data collected through observations, interviews, and documentation. The informants in this study consisted of officers from the Integrated Police Service Center (SPKT) of the Minahasa Regional Police and members of the public who applied for SKTLK services. Data analysis was conducted through data reduction, data display, and conclusion drawing, while triangulation techniques were used to ensure the validity of the data.The findings indicate that: (1) socialization efforts have not yet reached all members of the community, and people often experience confusion regarding the required documents; (2) regarding the standard operating procedures, many applicants still have limited understanding of the requirements that must be fulfilled, and public knowledge of the jurisdiction of the Minahasa Regional Police remains low; (3) facilities and infrastructure are still inadequate, particularly in terms of the availability of computers, printers, and seating facilities; (4) service time is affected by the limited number of service counters, internet network disruptions, and discrepancies between the ideal service duration and the time actually experienced by the public; and (5) service officers have not received specialized or formal training related to SKTLK services. Therefore, enhanced public outreach and improvements in supporting facilities are necessary to optimize the implementation of SKTLK services.
