| Editorial process | Delays, communication, handling of a manuscript, or failure to follow the journal’s published policies. |
| Editorial decision | A decision you believe was wrong because of a factual error, a misunderstanding of the manuscript, or a biased or unprofessional review. This is handled as an appeal (section 04). |
| Publication ethics | Possible misconduct in a manuscript or published article, or by a reviewer or editor. These are handled under Whistleblowing & Ethics Complaints and the Research Misconduct policy. |
| Published content | Errors or concerns about a published article. See Post-Publication Discussion and Correction, Retraction and Withdrawal. |

03How to make a complaint▾
1. Email neociviceducation@unima.ac.id with the subject line “Complaint – [manuscript ID or article DOI]”.
2. Say what the complaint is about, what happened, and when, and attach any relevant correspondence or evidence.
3. Say what outcome you are asking for.
4. Give your name and contact details. Anonymous complaints are considered only if they contain specific, verifiable evidence.
04Appeals against editorial decisions▾
1. Write to the Editor-in-Chief within 30 days of the decision, explaining point by point why the decision should be reconsidered. New evidence or a response to each reviewer comment helps.
2. The appeal is assessed by an editor who was not involved in the original decision. The editor may ask for another review.
3. The outcome is to uphold the decision, invite a revision, or send the manuscript for further review. The decision on an appeal is final.
4. While an appeal is being considered, the manuscript should not be submitted to another journal.
05How complaints are handled▾
— The complaint is acknowledged within 7 working days and recorded.
— It is assessed by the Editor-in-Chief, or by an editor with no involvement in the matter. Anyone who has a conflict of interest steps aside.
— The people concerned are given the chance to respond.
— The complainant receives a reasoned answer within 30 days, or a progress update.
— If the complaint shows that a policy or process needs to change, the journal changes it.
06Complaints about the Editor-in-Chief▾
Mark the email “Confidential – for the publisher”. The Managing Editor forwards it to the publisher, Universitas Negeri Manado, without the Editor-in-Chief seeing it, and the publisher handles the complaint. See Ownership and Management.
