01Policy▾
Neo Civic Education: Media Kajian Pancasila dan Kewarganegaraan publishes only original work that has not been published before and is not under consideration elsewhere. Duplicate and redundant publication distort the scholarly record and waste the time of editors and reviewers. Cases are handled following the COPE Core Practices and the COPE flowcharts on suspected redundant publication.
Submitted elsewhere at the same time Not allowed
Already published Not accepted
Overlapping work Must be disclosed and cited at submission
Preprints and theses Allowed when declared. See the Preprint Policy.
02Definitions▾
Duplicate publication Publishing the same or a substantially similar article, with the same data and conclusions, in more than one journal or book.
Simultaneous submission Submitting the same manuscript to more than one journal at the same time.
Redundant publication (salami slicing) Splitting one study into several small articles that report parts of the same data and question, without adding new findings.
Text recycling Reusing substantial parts of one’s own published text without citation. Brief reuse in the Methods, with citation, may be acceptable.
Translated publication Publishing a translation of an article already published in another language without disclosure and permission.
03What authors must do▾
—  Confirm at submission that the manuscript is original and not under consideration elsewhere, in the Author Declaration Form.
—  Disclose any related manuscripts, published or under review, that use the same data, sample, or question, and send copies if the editor asks.
—  Explain how the new manuscript differs and what it adds, and cite the related work.
—  Declare earlier versions: preprints, conference presentations, theses, and reports.
—  Wait for a final decision, or withdraw in writing, before submitting to another journal.
04Acceptable secondary publication▾
A secondary publication, for example a translation for a different readership, may be considered only if all of these apply:
1.  Both editors agree, and the first publisher gives permission.
2.  The secondary version is published after the first, and reflects it faithfully.
3.  It clearly cites the original publication, on its first page.
4.  It is intended for a different audience.
Extended versions of conference papers may be considered when the conference paper is declared and the manuscript adds substantial new content.
05How cases are detected and handled▾
1.  Every manuscript is checked with similarity-detection software and by the editors, including for overlap with the authors’ own work. See the Plagiarism Policy.
2.  If overlap is found, the authors are asked for an explanation and copies of the related work.
3.  Before publication: minor, explained overlap may be fixed by revision and citation. Undisclosed duplicate or simultaneous submission leads to rejection.
4.  After publication: the article may be corrected, given a notice of redundant publication, or retracted. See Correction, Retraction and Withdrawal.
5.  The other journal is informed, and in serious cases the authors’ institutions. See Institutional Cooperation and Research Misconduct.
