01Policy▾

Number At least two independent reviewers for each original research article and systematic review
Model Double-anonymous
Who chooses The handling editor, never the authors
Reviewer pool Scholars in citizenship studies, civic education, political science, sociology, law, and education, in Indonesia and abroad. See the reviewer list.
02Criteria▾
—  Expertise in the topic or method of the manuscript, shown by recent peer-reviewed publications.
—  A verifiable identity: an institutional email address and an ORCID iD, checked by the editor; a Scopus or SINTA profile where available.
—  No conflict of interest with the authors or the work. See Reviewer Competing Interests.
—  A good record of timely, constructive, and confidential reviews for the journal.
—  Where possible, at least one reviewer from outside the authors’ country or institution, and a balance of perspectives.
03Reviewers suggested or opposed by authors▾
—  Authors may suggest reviewers, with institutional email addresses and ORCID iDs, and may ask that named people not review the manuscript, with reasons.
—  Suggested reviewers are checked independently, and the editor is free not to use them. They never make up the whole review panel.
—  Requests to exclude reviewers are respected where they are reasonable and do not prevent a fair review.
—  Suggesting a fake or non-independent reviewer is treated as misconduct. See Peer Review Manipulation.
04Who is not invited▾
—  Colleagues at the authors’ institution, recent co-authors, supervisors or students of the authors, and relatives.
—  The handling editor, or any editor with a conflict of interest in the manuscript.
—  People whose identity or expertise cannot be verified.
—  Reviewers removed from the database for misconduct, breaches of confidentiality, or repeated poor reviews.
05Managing reviewers▾
—  Invitations are sent through the journal system. Invitees are asked to respond promptly, and have 21 days to review. See the Reviewer Guidelines.
—  If the reviews disagree sharply, the editor may invite an additional reviewer.
—  Editors assess the quality of each review. Reviews that are superficial, biased, or apparently AI-generated are not used.
—  Reviewers are thanked by name, by issue, never by manuscript, on the reviewer list.
